To use Google Login, you need to first set up an account with Google's Cloud Platform:

Google Cloud Platform lets you build, deploy, and scale applications, websites, and services on the same infrastructure as Google.

Do take note that you might be required to also set up a billing account, even though Google Login is free, to use some of the features.
